Terms of Service

1. Overview

FlockScanner ("the Site," "we," "us") is a static, read-only informational website that publishes a directory and interactive map of automated license plate reader (ALPR) camera locations reported in OpenStreetMap. By accessing or using the Site, you agree to these Terms of Service. If you do not agree, please do not use the Site.

2. What the Site Is (and Isn't)

FlockScanner does not operate, install, or manage any camera, sensor, or surveillance hardware. It republishes publicly available OpenStreetMap data describing the location of camera infrastructure that OpenStreetMap contributors have already mapped. The Site has no user accounts and no submission form — there is no way to add, edit, or remove camera data directly on FlockScanner. All editing of the underlying dataset happens on OpenStreetMap itself; see our Content Policy for how that works.

3. Acceptable Use

You agree not to use the Site to:

  • Violate any applicable law or regulation;
  • Harass, stalk, endanger, or attempt to locate a specific individual;
  • Misrepresent Site data as officially confirmed, field-verified, or endorsed by any ALPR vendor or government agency; or
  • Interfere with, disrupt, or place unreasonable load on the Site or the infrastructure used to serve it (for example, high-volume automated scraping).

4. No Warranty; Data Accuracy

Camera location data displayed on the Site is sourced from OpenStreetMap contributors and refreshed on an automated nightly cadence. This data is community-contributed and is not independently field-verified by FlockScanner. Camera locations may be outdated, incomplete, mislabeled, or simply incorrect. THE SITE AND ALL DATA DISPLAYED ON IT ARE PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION WARRANTIES OF ACCURACY, COMPLETENESS, MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT.

5. No Affiliation

FlockScanner is an independent project and is not affiliated with, endorsed by, or sponsored by Flock Safety, Rekor Systems, Motorola Solutions / Vigilant Solutions, Genetec, any other ALPR hardware or software vendor, the OpenStreetMap Foundation, or deflock.org. Vendor names referenced on the Site describe publicly observable hardware attributes tagged by OpenStreetMap contributors — they do not imply any business relationship.

6. No Accounts; Limited Data Collection

The Site does not have user accounts, logins, or any feature for submitting content or camera data. We do not knowingly collect personal information through the Site beyond what may be gathered by privacy-respecting analytics used to understand aggregate site usage. We do not sell personal data. 7. Intellectual Property

Site design, original text, and code are owned by FlockScanner unless otherwise noted. Camera location data remains licensed under the Open Database License (ODbL) from OpenStreetMap contributors; your use of that data must comply with ODbL's attribution and share-alike requirements.

8. Limitation of Liability

To the maximum extent permitted by law, FlockScanner and its operators are not liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of data, arising from your use of, or inability to use, the Site, or reliance on any data displayed on it.

9. Changes to These Terms

We may update these Terms from time to time. Material changes will be reflected by updating the "Last updated" date above. Continued use of the Site after changes take effect constitutes acceptance of the revised Terms.

10. Governing Law

These Terms are governed by the laws of the State of Delaware, USA, without regard to its conflict-of-law principles, pending confirmation by counsel prior to launch.

11. No Contact Channel

FlockScanner is operated anonymously and does not publish a contact address, contact form, or other communication channel. Disputes over camera location data should be raised through OpenStreetMap's own community edit process — see Report a camera and our Content Policy.
