An automated license plate reader, usually shortened to ALPR (or ANPR outside the US), is a camera system that photographs license plates and turns them into searchable text. It does this automatically, for every vehicle that passes, whether or not the driver is suspected of anything. That’s the detail that separates ALPR from an ordinary security camera: it doesn’t just record video, it builds a database.

How an ALPR camera works

An ALPR camera is really a small computer vision pipeline bolted to a pole, a traffic signal, a trailer, or a police car. According to the Electronic Frontier Foundation (EFF), the process has three basic steps:

  1. Capture. A high-speed camera photographs every plate that enters its field of view, day or night, using infrared illumination that most drivers never notice.
  2. Read. Optical character recognition (OCR) software converts the image of the plate into a text string — the plate number.
  3. Log and match. The system timestamps and geotags the read, then checks it against any “hot lists” the agency has loaded (stolen vehicles, wanted plates, Amber Alerts). Every read is stored, not just the ones that match a hot list.

Modern systems go further than the plate number. Vendors like Flock Safety describe generating a “Vehicle Fingerprint” — a record of the vehicle’s make, color, and distinguishing features such as bumper stickers or roof racks — that can be searched even when a plate is obscured or unreadable. The EFF has written about how camera capability breaks down into different deployment styles, from fixed poles to mobile units on patrol cars, each with different retention and access patterns.

What gets recorded

For every single vehicle that passes an active ALPR camera, the system typically logs:

  • The plate number (read via OCR)
  • Date and time
  • GPS location of the camera
  • A photo of the vehicle, and often a wider-angle “context” photo of the scene

None of this requires the vehicle or driver to be suspected of a crime. The camera can’t tell a stolen car from your commute — it reads everything, then sorts afterward.

Where the data goes

A single camera isn’t very interesting on its own. The privacy concern EFF and other researchers have flagged for over a decade is what happens when thousands of these reads accumulate: a searchable record of where a car has been, and when. Agencies can often share this data with other departments, and in some networks, with other agencies across state lines. ALPR vs. other traffic cameras

Not every camera on a pole is an ALPR. Red-light and speed cameras are designed to catch a specific violation and usually only retain images tied to that violation. Who deploys ALPR cameras

Three main groups operate ALPR cameras in the US:

  • Police departments, for investigations, hot-list alerts, and increasingly, general-purpose location tracking of vehicles tied to open cases.
  • Homeowners associations and private communities, often via vendor-managed subscription networks.
  • Private businesses, such as toll operators, parking garages, and retail security programs.

Because deployment is so decentralized, there’s no single national count of ALPR cameras. Why this matters

A single ALPR read is not very revealing. Thousands of reads, tied to a timestamp and location and stored for weeks or months, can reconstruct someone’s daily movements — where they work, worship, get medical care, or spend the night.
