How to read the map

Every marker is one camera tagged in OpenStreetMap as man_made=surveillance with surveillance:type=ALPR. Click one and you get three things:

  • Vendor — who made the camera, where a contributor identified it. Flock Safety is the most recognisable, but Rekor, Motorola/Vigilant and Genetec hardware does the same job.
  • Camera type — fixed ALPR, mobile ALPR, or a traffic camera that also reads plates. See ALPR vs. traffic cameras for why the distinction matters.
  • Direction — the compass bearing the camera faces, on the 1,911 cameras (1%) where someone recorded it. This is the most useful field on the map and the most often missing: an ALPR reads plates in the direction it points, so a camera facing away from your lane doesn't photograph you.

"Unknown vendor" dominates because identifying a manufacturer from the roadside is harder than spotting the camera. It reflects a gap in the tagging, not a gap in the hardware.

Where the map is wrong

Worth saying plainly, because a surveillance map that oversells itself is worse than no map. The dataset is contributor-driven, so its shape follows volunteer activity as much as camera deployment. A blank county is usually an unmapped county. A camera shown may have been taken down last week. Vendor and direction are missing far more often than they're present.

What the map is good for: confirming that specific, documented cameras exist at specific places, and giving you a floor on how many are around you. What it can't do is tell you an area is camera-free. See methodology for how the sync works and where it breaks down.

How accurate is the Flock camera location map?

Each point is as accurate as the OpenStreetMap contributor who recorded it, and FlockScanner does not independently field-verify any of them. Positions are typically accurate to within a few metres, but a camera may have been removed since it was tagged, or a new one installed and not yet mapped. Treat the map as a reliable floor — the cameras shown are real — rather than a complete inventory.

Why are some areas empty on the Flock camera map?

An empty area on the map means no OpenStreetMap volunteer has mapped cameras there yet, not that the area has no ALPR cameras. Coverage follows contributor activity: dense urban areas with active mapping communities look heavily covered, and rural areas often look empty even where cameras are installed. If you know of a camera that isn't on the map, it can be added to OpenStreetMap and will appear on FlockScanner within about a day.

Does the map show live Flock camera footage?

No. FlockScanner maps camera *locations* only. It has no access to Flock Safety camera feeds, captured images, or plate-read records, and neither does any other public site — those systems are restricted to the agencies that license them. What the map shows is where cameras are physically installed, based on public observation.
